We do not have the personnel or supplies to open a shelter, or the manpower to man it. So far we haven't gotten a commitment from (the state) to provide it.

There is no basis for that. Mr. Monica went to Baton Rouge twice to request aid from FEMA.

Personally, I see the need for it. Their attempt is to get closer to where they need to be.
